Application - Exhibit 1 Narrative From the Columbus and Franklin County Consolidated Continuum of Care application submitted to the U.S. Department of Housing and Urban Development. Documents the array of services and housing available to homeless persons in Franklin County and the City of Columbus. The Columbus consolidated application is considered one of the most competitive in the nation, documenting the carefully planned and systematic approach of the Columbus community in designing effective programs and partnerships to end
homelessness.
Evaluation - Review of Renewal Projects Reviews each program applying for renewal funding under the HUD Continuum of Care application. Includes summary of programs, performance standards used for evaluation, evaluator's assessment, and recommendations for program enhancements.

HUD requires that each community have in place a plan to end chronic homelessness. The four themes of the Columbus and Franklin County plan including closing the front door by preventing homelessness, opening the back door out of homelessness, building the infrastructure, and managing for results, align with the National Alliance to End Homelessness' 10-year plan.
The Columbus and Franklin County Continuum of Care Steering Committee developed the original plan during the period April to June 2002. The plan was updated in June 2003.
