Please
see the attached information, which was released to the Columbus Dispatch, per
the request of Julie Bailey. She is
developing a story about the recent release of Census 2000 data on S-night.
My
message was:
ü We believe
that it was important that homeless persons were included in the Census 2000,
consequently, we cooperated fully with the Census to help them include homeless
persons in the count.
ü The Census
2000 count of homeless persons was not useful for planning purposes, since it
was only a one-night count. CSB and its
partner agencies have maintained more comprehensive data on each person who has
accessed shelter since 1990. This
information better describes the needs of homeless persons.
ü CSB would have
been interested in seeing the two counts of homeless persons who were using
soup kitchens and living outdoors. The
Census 2000 has not released that information.
ü CSB adamantly
opposes the Census comparison of the 1990 Census’ one-day, point-in-time count
to the 2000 Census one-day, point-in-time count as a basis for concluding that
homelessness has decreased over the past decade. CSB’s comprehensive data does not support that conclusion.
