Homelessness Prevention and Rapid Re-Housing Program (HPRP) Overview
Prevention and Rapid Re-Housing Resources Under the American Recovery and Reinvestment Act of 2009 (Recovery Act), HUD has allocated $1.5 billion to local and state governments for homelessness prevention. These funds are being utilized for short- or medium-term rental assistance, housing search assistance, mediation and outreach to property owners, utility payments, case management, and rapid re-housing, among other homelessness preventative programs. Many of these services began operation in early fall 2009.
During 2010, 2011, and 2012, Columbus is to receive $2,642,649. Franklin County will receive $746,920. Funds are one-time and must be expended within three years. The City and County have partnered with CSB in making the funds available for prevention programs. CSB received a formula allocation of the State of Ohio funds for our community, in the amount of $1,039,400.
We are making the most of this incredible opportunity Local priorities for these funds are:
Prevent as many people as possible from entering shelter
Assure bed capacity in shelter is adequate, without spending excess money on overflow. This can be achieved by: 1. Reducing the length of stay in shelter 2. Increasing people’s successful housing outcomes when they exit shelter
Maintain the momentum of the community’s Rebuilding Lives plan to end homelessness and maintain critical services.
Funding Allocations A local Steering Committee including membership by City, County, United Way of Central Ohio, ADAMH and CSB officials provides oversight of all HPRP activities. Funding allocations are recommended by the Steering Committee and considered by the Rebuilding Lives Funder Collaborative and the CSB Board of Trustees. Coordinate Emergency Aid to Prevent Homelessness
United Way of Central Ohio (UWCO) and the Franklin County Department of Job & Family Services are leading efforts to develop a coordinated system for emergency assistance, so that priority is given to families
and individuals with the greatest need. More Info >
Adult System Improvement
Agencies serving single adults are planning improvements for the adult shelter system,
including reduced shelter admissions, increased outcomes and reduced daily shelter demand.
This includes a newly designed centralized point of access for adults in need of shelter. More Info >
Family System Improvement
Agencies serving families will increase outcomes and reduce daily shelter demand by families. Their planning includes implementation of a newly HUD-funded effort, called Job2Housing, which focuses on better linking adults to community based employment training programs and housing. More Info >
ADAMH Prevention for Mental Health Populations
ADAMH is leading efforts to plan a bridge to housing for state hospital patients who do not have
housing available upon discharge. More Info >

These include a Housing Locator, as well as administrative costs related to housing inspections,
